Implementation Regulations
Growth Limitation Plan
2. Traffic Weighted Point Score
The traffic weighted point score will be calculated by the Planning
Manager. The Planning Manager will consider the number of net new
P.M. peak hour trips generated by the proposal, the number of points that
are deducted based on the peak hour trips, and the number of points that
will be credited based on meeting preference criteria (see Appendix A).
In reviewing the point score, the Planning Manager will determine whether
crediting the maximum number of points for each qualifying preference
item is warranted, or whether partial credit is more appropriate. Included
in Appendix A are additional attributes that the Planning Manager may
consider when determining point scores.
When it is determined that the application complies with all submittal
requirements, and receives a higher score than the minimum qualifying
score on the traffic weighted point system, the application will be deemed
complete. The Planning Division will send a Status of Application
Completeness letter and notify the applicant. Notification of the point
score will also be posted in City Hall and sent to the City Council, the
Planning, Design Review, and Transportation Commissions, and any other
interested party who has made a written request to be notified. The point
score can be appealed according to the process described in Section XI of
these regulations.
An environmental determination according to CEQA requirements will be
made 30 days after the application is deemed complete. The Community
Development Director will determine whether a Negative Declaration or
an Environmental Impact Report is required for the proposed project.
C. Reserving an Allocation
Once an application is deemed complete, the applicant may request a reservation
for a square footage allocation from the Planning Manager. Each allocation
reservation request shall include a project schedule, indicating when the applicant
expects to complete processing, obtain financing, apply for a building permit, and
begin construction. This information will assist the Planning Manager in
determining the appropriate time limits for the allocation reservation.
Projects smaller than 1,500 square feet will be eligible for an allocation from the
small project reservation pool.
The actual amount of square footage will be deducted from the commercial
development cap when the applicant obtains a building permit. Projects may
receive an extension for the allocation reservation if the Planning Manager
6
