Implementation Regulations <br /> Growth Limitation Plan <br /> 2. Traffic Weighted Point Score <br /> The traffic weighted point score will be calculated by the Planning <br /> Manager. The Planning Manager will consider the number of net new <br /> P.M. peak hour trips generated by the proposal, the number of points that <br /> are deducted based on the peak hour trips, and the number of points that <br /> will be credited based on meeting preference criteria (see Appendix A). <br /> In reviewing the point score, the Planning Manager will determine whether <br /> crediting the maximum number of points for each qualifying preference <br /> item is warranted, or whether partial credit is more appropriate. Included <br /> in Appendix A are additional attributes that the Planning Manager may <br /> consider when determining point scores. <br /> When it is determined that the application complies with all submittal <br /> requirements, and receives a higher score than the minimum qualifying <br /> score on the traffic weighted point system, the application will be deemed <br /> complete. The Planning Division will send a Status of Application <br /> Completeness letter and notify the applicant. Notification of the point <br /> score will also be posted in City Hall and sent to the City Council, the <br /> Planning, Design Review, and Transportation Commissions, and any other <br /> interested party who has made a written request to be notified. The point <br /> score can be appealed according to the process described in Section XI of <br /> these regulations. <br /> An environmental determination according to CEQA requirements will be <br /> made 30 days after the application is deemed complete. The Community <br /> Development Director will determine whether a Negative Declaration or <br /> an Environmental Impact Report is required for the proposed project. <br /> C. Reserving an Allocation <br /> Once an application is deemed complete, the applicant may request a reservation <br /> for a square footage allocation from the Planning Manager. Each allocation <br /> reservation request shall include a project schedule, indicating when the applicant <br /> expects to complete processing, obtain financing, apply for a building permit, and <br /> begin construction. This information will assist the Planning Manager in <br /> determining the appropriate time limits for the allocation reservation. <br /> Projects smaller than 1,500 square feet will be eligible for an allocation from the <br /> small project reservation pool. <br /> The actual amount of square footage will be deducted from the commercial <br /> development cap when the applicant obtains a building permit. Projects may <br /> receive an extension for the allocation reservation if the Planning Manager <br /> 6 <br />
