Implementation Regulations <br /> Growth Limitation Plan <br /> B. 30 Day Review Period <br /> Staff will review all application materials to determine whether the application is <br /> complete. The applicant will be notified within 30 days after filing whether the <br /> application is complete, including compliance with the project specific and <br /> citywide performance standards listed in the Growth Limitation Plan, or whether <br /> additional information or studies are required. <br /> The number of peak hour trips generated by the proposed project will also be <br /> evaluated to determine whether a traffic study is needed. If a traffic study is <br /> needed, it must be submitted before an application can be deemed complete. If a <br /> traffic study is not needed, then the peak hour trips and other information will be <br /> reviewed to determine the project's score on the traffic weighted point system. <br /> 1. Traffic Study Requirements <br /> A traffic study is required if any of the following apply: <br /> a. If the applicant wishes to demonstrate that the proposed project <br /> maintains or meets roadway level of service standards; <br /> b. If the project =s score on the traffic weighted point system <br /> calculated solely on net new P.M. peak hour trips (not including <br /> preference criteria), falls below the minimum point score; <br /> c. If the project generates 100 or more net new P.M. peak hour trips; <br /> or, <br /> d. If the number of net new P.M. peak hour trips generated by the <br /> project is 2% or more than the traffic volume entering the nearest <br /> major intersection. <br /> All traffic studies shall use a standard method for calculating roadway <br /> levels of service. Traffic levels of service at intersections will be <br /> calculated according to the Contra Costa Transportation Authority method, <br /> Version 1.0 as of September 14, 1992. Trip generation statistics for land <br /> uses will be based on the latest edition of the Institute of Transportation <br /> Engineers (ITE) Trip Generation Informational Report and as approved by <br /> the City of Walnut Creek Transportation Administrator. The average trip <br /> generation rates will be used in forecasting traffic volumes. <br /> 5 <br />
