Minimum Qualifying Point Score <br /> Projects which cannot demonstrate that roadway level of service standards <br /> will be met or maintained will have points deducted based on the number <br /> of net new P.M. peak hour trips generated by the project. If the point score <br /> falls below the minimum qualifying score, points may be added for <br /> preference criteria to bring the score above the minimum qualifying score <br /> established by the City Council. If the total point score is higher than the <br /> minimum score, then the project can proceed. <br /> If the total number of points fall below the minimum qualifying score, and <br /> points cannot be credited for meeting preference criteria, the project <br /> cannot proceed unless modified. <br /> 2. Preference Criteria <br /> At the beginning of each two -year development cycle, the City Council <br /> will state its preferences for the types of projects that it believes would <br /> most benefit the city and assign point values for the preference criteria. <br /> See Appendix A for a list of the preference criteria and the points <br /> assigned to each item for the first two -year development cycle. '3 <br /> VI. THE APPLICATION PROCESS <br /> A. Filing an Application <br /> Project applications will be accepted on a first come, first served basis. In <br /> addition to standard processing submittal requirements, including environmental <br /> review, applicants shall include the number of net new Y.M. peak hour trips <br /> generated by the proposed project. <br /> To assist the applicant, the City's Transportation Administrator will maintain a <br /> list of land uses and average peak hour trip generation rates for each land use, <br /> based on information in the latest edition of the Institute of Transportation <br /> Engineers (ITE) Trip Generation Information Report. Where a trip generation rate <br /> is not available or clearly defined, or when the applicant wishes to prepare a <br /> specific trip generation study, the applicant shall supply the information as <br /> determined by a traffic engineer certified by the City of Walnut Creek. The peak <br /> hour trip generation calculation will be reviewed by the Transportation <br /> Administrator. <br /> 4 <br />
