No one project may exceed 75% of a two -year allocation pool. <br /> C. Council Approval Required <br /> Any commercial project which exceeds 50% of a two -year allocation requires <br /> approval by the City Council. <br /> IV. LIMITATION ON RESIDENTIAL DEVELOPMENT <br /> Future residential development must be consistent with the goals and policies in the <br /> General Plan and not exceed the capability of the City to provide services to <br /> accommodate the growth. <br /> A. Total Residential Growth Authorization <br /> A maximum of 2,550 dwelling units are permitted over the ten year life of the <br /> Plan (until August 31, 2005). <br /> B. Allocation of Residential Development <br /> Residential development will not be allocated according to development cycles, <br /> but will be reviewed on a first come, first served basis over the twelve year period. <br /> The residential cap will be reviewed every five years, concurrent with the State <br /> required Housing Element review process. <br /> V. ALLOCATION SYSTEM <br /> Development project applications will be accepted on a first come, first served basis. <br /> Applications for development will be evaluated against the following standards. <br /> A. Project- Specific Performance Standards <br /> Meet the project- specific performance standards for storm drainage, sewer, water <br /> and schools (see Appendix B, Table 2 -7). <br /> Where performance standards for water, sewer, school and storm drainage cannot <br /> be met, the applicant must submit a written estimate from the appropriate agency <br /> describing when, or under what circumstances, the standard can be met (see <br /> Appendix 8, Policy 1, Programs 1.1 and 1.2). If the standard cannot be achieved <br /> within the two -year commercial development cycle, or within two years from the <br /> date a residential development application is deemed complete, the City may <br /> process the application, but still withhold an allocation until the project is <br /> approved when it is demonstrated that the standard can be met. <br />
