Implementation Regulations <br /> Growth Limitation Plan <br /> PURPOSE AND INTENT <br /> The purpose and intent of these regulations is to implement the policies and programs in <br /> the Growth Limitation Subelement of the General Plan adopted on July 27, 1993. An <br /> allocation system is established which limits the amount and rate of residential and <br /> commercial growth over the next twelve years, until August 31, 2005. <br /> Project applications will be accepted on a first come, first served basis and will be <br /> assessed against specific performance criteria, primarily traffic standards. This process <br /> will allow projects that meet the development goals and objectives stated in the General <br /> Plan to go forward. <br /> II. APPLICABILITY <br /> These regulations shall apply to all development project applications except those <br /> exempted herein. The requirements specified in these regulations are in addition to all <br /> other City approvals and requirements. If an allocation is required under these regula- <br /> tions, no other City approval or requirement guarantees a right to obtain a building permit <br /> or otherwise proceed in the absence of an allocation. Nothing in these regulations shall <br /> be deemed to grant an entitlement to any project. <br /> III. LIMITATION ON COMMERCIAL DEVELOPMENT <br /> Future commercial development must be consistent with the goals and policies of the <br /> General Plan and not exceed the capability of the City to provide services to <br /> 0 accommodate growth. <br /> A. Total Commercial Growth Authorization <br /> A maximum of 900,000 square feet of commercial development is permitted over <br /> twelve years (from September 1, 1993 to August 31, 2005). The limits on new <br /> commercial development do not apply to Community Facilities, including <br /> Hospitals (see Appendix C for a list of Community Facilities). An annual report <br /> will be submitted to the City Council on the amount and rate of development of <br /> Community Facilities. <br /> B. Allocation of Commercial Development <br /> Commercial development will be divided into two -year development cycles. In <br /> the first two -year cycle, the allocation amount will be a maximum of 150,000 <br /> square feet. At the beginning of each two -year cycle, the City Council may <br /> reserve up to 25,000 square fret for small projects. Small projects are new <br /> projects, or expansions of existing projects, with less than 1,500 square feet of net <br /> new area. When all the square footage in the small project allocation pool is <br /> reserved, applicants may request a reservation from the remainder of the two -year <br />
