Consider the matter of integrating site specific development plans <br /> (e.g., BRE, W.P. Carey and Roche) into the overall planning process. <br /> Present background report. <br /> Task #2 Land Use <br /> Discuss potential land use alternatives on BRE, W.P. Carey, and Roche <br /> sites. <br /> Consider the market analysis and make preliminary recommendations on <br /> retail /mixed use. <br /> Consider density options for potential residential uses. <br /> Assess impacts to schools, parks and trails, utilities, traffic and any <br /> Hacienda assessments. <br /> Make preliminary land use, residential density and commercial intensity <br /> recommendations. <br /> Task #3 Design <br /> Consider planning and design objectives /principles, both for sites near <br /> BART and parkwide; modify as necessary to conform to vision. <br /> Direct preparation of modified design /development guidelines and <br /> standards. <br /> Review and comment on design /development guidelines and standards <br /> when completed. <br /> Task #4 Traffic and Circulation <br /> Identify traffic issues, such as trip generation rates for TOD and gateway <br /> intersection levels -of- service. <br /> Provide direction for preparation of traffic study. <br /> Review traffic /floor area rules for development; consider changes to simplify <br /> and consolidate. <br /> Consider pedestrian and bicycle access and linkages. <br /> Review and comment on traffic study when completed. <br /> Task #5 Development Plan <br /> Consolidate above products and recommendations; create preliminary <br /> development plan, residential density ranges, modified design guidelines <br /> and development standards and traffic /floor area rules. <br /> There likely will be some back and -forth between topics in order to refine the plan; for <br /> instance, the task force may need to refine its land use recommendations after getting <br /> feedback on impacts to services, amenities or infrastructure. Also, the task force will <br /> direct the preparation of a traffic study, move on to other topics, and return to traffic after <br /> the draft traffic report is prepared. After the task force completes its work, staff will <br /> complete the environmental document, ensure that full public review of the task force <br /> recommendations occurs and schedule the PUD and related elements for review by <br /> commissions and the full City Council. <br /> Page 6 of 7 <br />
