residents as part of any encumbering agreement with Hacienda Business Park <br /> Owners Association; <br /> Deferring development on individual sites until the completion of the major PUD <br /> modification process; <br /> Creating a plan that maintains and enhances the quality of life in the park for <br /> existing and future residents and benefits the entire community; and <br /> Planning for the future of Hacienda consistent with the goals, policies and <br /> programs for the area included in the City's General Plan. <br /> PUD Scope <br /> One of the main planning objectives of the PUD modification is to study the undeveloped <br /> sites at and near the BART station (BRE, W.P. Carey and the northern portion of Roche) <br /> and to identify land use options for those sites. Thus, the process will focus on that area <br /> and on that type of development. Issues such as the viability of retail, the density of <br /> residential development, compatibility with existing commercial and residential uses in <br /> the business park, traffic and circulation, architecture and urban design, housing <br /> affordability, pedestrian linkages, common amenities, economic and market impacts to <br /> the community, school impacts and public infrastructure and services will need to be <br /> considered in evaluating any changes to the existing Hacienda plan. Input from Hacienda <br /> property owners and tenants, both commercial and residential, and from the community <br /> at large will be of great importance in considering options and the issues associated with <br /> each. <br /> The PUD modification should also involve consideration of the park as a whole. Changes <br /> to the primary areas under consideration will affect other areas of the park, particularly <br /> regarding pedestrian and bicycle access, traffic and circulation, common amenities, <br /> landscaping and urban design. In consideration of changes that may occur in the future <br /> with other properties outside of the primary focus areas, planning work should address <br /> how changes to uses and development standards should occur so as to maintain a <br /> consistent, updated character throughout the park and overall conformance with recently <br /> adopted General Plan policies. Staff also expects that an updated, parkwide set of <br /> design guidelines and development standards will result from this process. <br /> PUD Preliminary Work Plan <br /> Staff has identified a basic work plan for the PUD modification process at this time, based <br /> on suggested tasks identified below and operated under the direction of a task force. <br /> This preliminary list may need to be expanded upon, or added to, and each task may <br /> require more than one meeting to be accomplished. The actual number of meetings and <br /> tasks will be defined as the process unfolds. <br /> Task #1 Organization <br /> Organize task force and advisory group process in terms of meeting <br /> schedule, rules and operating procedures, work plan and work product, <br /> staff work, chair and public participation. <br /> Articulate a vision and goals statement for development of sites adjacent to <br /> the BART station and for the park as a whole. <br /> Page 5 of 7 <br />
