Livermore Amador Valley Transportation Authority (LAVTA);
Greenbelt Alliance;
Local Government Commission (experts in TOD development);
Association of Bay Area Governments (ABAG) and the Metropolitan
Transportation Commission (MTC); and
staff representatives from City departments, including: Police, Fire, Utilities, Traffic,
Housing, and Parks and Community Services
Members of the advisory group would be invited to attend regular meetings with the task
force and would have opportunities during those meetings to provide input and comment
on the proceedings.
In addition to the task force and the advisory group whose members would regularly
attend meetings, all members of the public who desired to participate in the process
would have ample opportunity to do so. Therefore, agendas, reports and other
documents would be available and posted on the City's website and meetings would be
open to the public.
With staffs assistance, the task force would direct the process, run the meetings,
determine the agendas, vote on key decisions and make recommendations to the
Commission and Council. Again, it is staff's intention that all meeting participants,
including the Advisory Group, would have a chance to express their opinions as part of
the meeting agenda. Staff envisions regular meetings, in a group /discussion format,
most likely on a monthly basis, between which staff work, such as assembling data,
responding to questions and comments and preparing draft documents, would occur.
Guiding Principals
Public input into the PUD process would be guided by several core principles, some
related to the conduct of the task force; others related to the preparation of the PUD
modification.
Principles related to the task force's work would include:
To commit to fully participating in an open and collaborative planning process;
To strive for clear communication, a balanced perspective and inclusion of a wide
range of viewpoints;
To take into consideration the interests of the entire Pleasanton community; and
To reach a consensus on the future of Hacienda and complete the planning
process within 12 months.
In addition to the principles articulated in this agenda report, the PUD modification
process should also be guided by the following:
Understanding and fully evaluating the impacts of any changes in Hacienda on
traffic, parks and trails, schools, utilities, safety and the assessment paid by
Page 4 of 7
