Task Force
The task force would consist of:
Two Councilmembers;
Two Planning Commissioners;
Five at -large representatives, one appointed by each Councilmember;
Six residential representatives, one from each residential development (Sienna,
Avila, Verona, Valencia, Springhouse and Archstone);
Three property owner representatives (one each from W.P. Carey, BRE and
Roche); and
One representative from the Hacienda Owners Association
The City Council would select two Councilmembers and request that the Planning
Commission select two members. The five at -large representatives would be selected,
one by each Councilmember. This would require public advertising for the five at -large
positions on the task force, application by interested individuals, application review and
appointment of individuals, one by each Councilmember.
The homeowners associations of the four residential (ownership) projects would each
select a member, and the management of the two rental projects (Springhouse and
Archstone) would be asked to select a tenant or manager to attend. The property owners
(W.P. Carey, BRE and Roche) and Hacienda Owners Association would select their own
representatives.
While in the past committees formed to guide planning processes have included
members of the public and have not necessarily included Councilmembers, staff believes
that there would be advantages to a process with Council and Planning Commission
representation on the task force. Staff believes that it would be beneficial to include
members of the decision making bodies who recently worked on and approved the
General Plan Update after much public input and deliberation. It would also enable the
full Planning Commission and City Council to be kept apprised of the progress of the task
force and to send suggestions back to their respective governing bodies.
Advisory/Stakeholder Group
The advisory group would be open to the general public and special invitations would be
made to specific groups and organizations to ensure a wide range of views. In addition,
key City staff and other agency staff would attend who could provide specific information
and expertise related to their departments /agencies. The membership would include:
the general public;
Pleasanton Unified School District;
affordable housing organizations, such as Citizens for a Caring Community, ECHO
Housing;
Pleasanton Housing Commission and Economic Vitality Committee;
BART;
Page 3 of 7
