A summary of the direction given at the workshop is as follows: <br /> 1. A PUD modification will be the planning process for Hacienda; <br /> 2. The process will involve ample community outreach and public participation; <br /> 3. A task force composed of representatives of the City Council and the Planning <br /> Commission will guide the PUD process; and <br /> 4. The City must give priority to completing the General Plan and Staples Ranch <br /> projects before undertaking any significant activity on modifying the Hacienda <br /> PUD. <br /> In July of this year, the Council certified the EIR and adopted the City's new General <br /> Plan. The new land use designation for Hacienda is "Mixed Use/ Business Park and <br /> new land use policies relating to the benefits of a potential TOD in the park were included <br /> in the General Plan. <br /> The City is now processing rezonings from PUD -I /C -O to PUD -MU for three sites (BRE, <br /> W.P. Carey, and the northern portion of Roche) totaling approximately 32 acres south of <br /> the Dublin- Pleasanton BART station. This rezoning is consistent with and implements <br /> the new General Plan land use designation for the site, and it satisfies Policy 19.1 of the <br /> City's 2003 Housing Element which states that the City would rezone land to high- density <br /> residential use sufficient to accommodate the unmet portion of the City's Regional <br /> Housing Needs Assessment. It is intended that the development proposals for these <br /> sites will be consistent with design, density and use guidance provided by the PUD <br /> modification process, as described later in this report. Thus, it is expected that the <br /> approval of future development plans for these three sites would be deferred until the <br /> completion of the PUD task force process. <br /> DISCUSSION <br /> PUD Public Input Process <br /> At its meeting on October 20, 2009, at the time the City Council acted on mixed use <br /> rezonings for the three sites in Hacienda (W.P. Carey, BRE, and Roche), the City Council <br /> also provided additional direction regarding the composition of the task force to guide the <br /> planning process and the principles on which the task force should act. The following <br /> recommendations are based on the City Council's discussion. <br /> The City Council directed that public participation in this process be extensive and <br /> inclusive. To this end, staff is recommending two entities: a 19- member task force that <br /> will ultimately act to recommend the Modified Planned Unit Development to the Planning <br /> Commission and the City Council, and a larger advisory group that will provide public <br /> input from a wide range of interest groups and organizations, as well as technical <br /> assistance. <br /> Page 2 of 7 <br />
