THE CITY OF 1 <br /> 1 111 M �1�' 1 111 <br /> pL'EASANTONo CITY COUNCIL AGENDA REPORT <br /> November 3, 2009 <br /> Community Development <br /> Planning Division <br /> TITLE: APPROVE THE COMPOSITION AND SCOPE OF WORK OF A TASK <br /> FORCE TO GUIDE THE HACIENDA PUD MODIFICATION PROCESS <br /> SUMMARY <br /> On October 20, 2009, the City Council took action to rezone three properties within the <br /> business park: (1) W.P. Carey site at the southeast corner of Owens Drive and Willow <br /> Road; (2) BRE site at the north corner of Hacienda Drive and Gibraltar Drive; and (3) <br /> Roche Molecular Systems site south of Gibraltar Drive between Willow Road and <br /> Hacienda Drive. In doing so, the Council provided direction to staff regarding formation <br /> of a community task force which will lead the planning process for the Hacienda <br /> properties. The Council also indicated that the process should provide the opportunity for <br /> extensive and inclusive public participation and should be guided by specific values and <br /> principles. The purpose of this report is to approve the composition of the task force and <br /> the initial scope of work. <br /> RECOMMENDATION <br /> Staff recommends that the City Council discuss the PUD process as outlined in this <br /> agenda report and provide direction as needed on the proposed PUD scope, elements, <br /> process, task force and advisory group composition and work plan. If the City Council <br /> concurs with the proposed task force and advisory group composition, it should direct <br /> staff to initiate the application process for the citywide members, and, on behalf of the <br /> City Council, invite other members to participate. The matter will then be returned to the <br /> City Council for final ratification of the task force members in late December. At that time, <br /> the Council will be asked to make two Councilmember appointments to the task force. <br /> FINANCIAL STATEMENT <br /> There will be no significant fiscal impact for the City as a result of initiating this planning <br /> process. Planning Division staff time associated with this project is part of the <br /> Community Development Department's approved budget. <br /> BACKGROUND <br /> The City Council and Planning Commission held a joint workshop on August 27, 2008 to <br /> review and discuss options for Hacienda planning. This workshop continued the <br /> discussions held prior to and during the General Plan update process for the purpose of <br /> examining land use alternatives, traffic and related development opportunities and issues <br /> for sites within Hacienda that are vacant or have opportunities for more intensive <br /> development. The idea of adding high- density residential uses to those sites, especially <br /> as part of a mixed -use or transit oriented development (TOD), was a significant part of <br /> the discussion at that workshop. <br />
