ADDITIONAL INFORMATION REGARDING PARKS AND SCHOOLS <br /> Although public comment touched on several different areas of concern, the issue of the <br /> adequacy of parks and schools predominated. As with the other topics, these will be <br /> comprehensively addressed in the PUD modification process. The following information <br /> is provided as a start to this discussion: <br /> Parks: Two City neighborhood parks are located within the Hacienda Business Park: <br /> the 6.6 acre Creekside Park, and the 3 acre Owens Plaza Park. Both parks offer picnic <br /> facilities, as well as tot and youth play areas; Creekside Park also has restrooms, a <br /> softball field and a sports court. According to the Parks and Community Services <br /> Department, the maintenance needs for these parks are average for the city which <br /> indicates the level of use is average. Nearby community parks include the Sports and <br /> Recreation Community Park (103 acres) just south of Hacienda, and Val Vista <br /> Community Park (24 acres) on Stoneridge Drive to the west of Hacienda. The <br /> neighborhood also has access to the gym at Thomas A. Hart Middle School and to the <br /> school turf areas on the approximately 16 acre campus. According to speakers at the <br /> Planning Commission, the neighborhood parks are used by both residents and <br /> employees in the Business Park. <br /> Citywide, Pleasanton provides approximately 5.1 acres of neighborhood and community <br /> park space per 1,000 residents, with an average of 1.9 acres per thousand resident <br /> population for neighborhood parks. Community parks are generally 15 acres or more <br /> with specialized facilities and are dispersed throughout the City. Community parks <br /> serve the citywide population rather than a specific neighborhood. With a population of <br /> approximately 3500 residents, Hacienda's 9.6 acres of neighborhood parks exceeds the <br /> citywide neighborhood park acreage average. If an additional 950 units, or <br /> 2,200 residents were added to the Business Park, and if the citywide neighborhood park <br /> acreage average were to be applied, the area should have approximately 10.8 acres of <br /> neighborhood park, rather than the existing 9.6 acres. The future Hacienda PUD <br /> Modification process will examine the need for and feasibility of adding plazas, pocket <br /> parks or other open spaces to the Hacienda area. <br /> Schools: During the General Plan process, the City discussed several General Plan <br /> land use alternatives with the Pleasanton Unified School District (PUSD), including an <br /> alternative that would have located up to 1,271 units in Hacienda. The most recent <br /> information regarding school enrollment projections is in PUSD's enrollment forecast <br /> dated December 28, 2007. Based on samples of recently built housing in Pleasanton, <br /> the study estimates that attached (multifamily) units are likely to yield approximately <br /> 0.41 school children per unit or approximately 390 children if 950 additional units are <br /> built in Hacienda. These students would be distributed throughout grades K through 12. <br /> The December 2007 projections assumed 450 additional units in Hacienda would be <br /> built from 2013 to 2015, and noted that additional units may be built after 2015. <br /> New multifamily residential development is assessed a developer fee of $3.04 per <br /> square foot by the Pleasanton Unified School District to pay for facilities as a result of <br /> growth. Assuming an average unit size of 800 square feet and 950 units, this <br /> development would contribute approximately $2.3 million towards new facilities. <br /> Page 11 of 12 <br />
