Concern that residential development on the rezoned sites will move forward <br /> prior to the completion of the comprehensive PUD Major Modification. <br /> The PUD Major Modification planning process will result in an updated vision for <br /> Hacienda including revised design guidelines for individual parcels and the park <br /> as a whole. It is anticipated that approval of a development plan for any of the <br /> three sites will wait until the completion of the PUD major modification process. <br /> Concern regarding declining property values and belief that adding more homes <br /> will make this worse. <br /> Recent drops in home values (and the previous run up in home prices) have <br /> largely been the result of sub -prime lending practices rather than a surplus of <br /> new homes. This is particularly true in Pleasanton which has seen only slow to <br /> moderate housing growth in the last five years. The result has been a sharp <br /> decrease in building permits issued for new homes in the last two years. In these <br /> circumstances it is unclear when the property owners may wish to move forward <br /> with development of these sites. <br /> A belief that new multifamily housing should be dispersed throughout the City <br /> and not concentrated in the Hacienda area. <br /> As noted in the Background section of this agenda report, Pleasanton's share of <br /> the regional housing need for 2007 through 2014 is 3,277 units, approximately <br /> 1,800 of which are to be affordable to very low- and low income households. <br /> This will require the rezoning of additional parcels totaling approximately <br /> 60 acres to accommodate multifamily residential development at 30 or more units <br /> per acre. Although there may be consideration of some additional sites within the <br /> Business Park, a large proportion of this need will be accommodated outside of <br /> Hacienda and will be dispersed citywide. <br /> A concern that additional multifamily housing will increase crime and vandalism <br /> in the area. <br /> An important piece of the Planned Unit Development Modification work will be to <br /> prepare design guidelines that will result in higher density development with <br /> amenities that create a sense of place in Hacienda. Carefully designed <br /> developments with well utilized public spaces, which encourage informal "eyes <br /> on the street" will be far less likely to experience crime and vandalism. <br /> Furthermore, the Pleasanton Police Department which has had training in Crime <br /> Prevention through Environmental Design will be involved in the review of <br /> development proposals with the objective of creating a safe living environment. <br /> Page 10 of 12 <br />
