As of the December 2007 enrollment projections, Donlon Elementary School and <br /> Thomas A. Hart Middle School were operating somewhat below their planned <br /> capacities, and Lydiksen and Fairlands were both operating above their planned <br /> capacities. <br /> ENVIRONMENTAL DOCUMENTATION <br /> An initial study was prepared based on information contained in the General Plan <br /> Environmental Impact Report (certified July 21, 2009) Concentrated Growth /Mixed Use <br /> Alternative, which assumed an additional 1,271 residential units would be developed in <br /> Hacienda, in addition to existing entitlements. A Draft Negative Declaration <br /> (Attachment 2) was prepared and published /posted on September 2, 2009. The 20 -day <br /> public review period ended on September 22, 2009, and no comments were received. <br /> Based on the initial study, staff believes that the project impacts, as they are known at <br /> this time, are less than significant. Staff, therefore, believes that the Negative <br /> Declaration can be adopted in conformance with the California Environmental Quality <br /> Act (CEQA).
