CITY OF PLEASANTON SCOPE OF SERVICES <br /> UNDERGROUND UTILITY DISTRICT <br /> FOR STANLEY BLVD. RULE 20B <br /> 1.2 Final Right -of -Entry "CONSULTANT' shall assist the City in obtaining <br /> "Right -of -Entry Construction Agreements" from affected property owners <br /> who have not responded to the City's initial efforts to secure access to the <br /> affected property through normal channels of communications (U.S. Mail). <br /> In those instances, "CONSULTANT" will try to secure those access rights <br /> through other forms of communication (certified mail, phone, door to door, <br /> and CONSULTANT research). "CONSULTANT" shall document its efforts <br /> in case no contact can be established with the affected property owner <br /> and provide documentation to the City for their records. "CONSULTANT" <br /> shall verify "right of entry property addresses" with corresponding parcels <br /> in the field. <br /> 1.3 Meeting with 31 Property Owners "CONSULTANT" shall meet with the <br /> 31 property owners individually and /or residents to develop a plan that <br /> meets the property owner requirements. First "CONSULTANT" will send a <br /> letter to each property owner proposing a specific time to investigate the <br /> utility services. Then "CONSULTANT" will bring camera, tape measure, <br /> and layout plan; and will assess the options for service connection <br /> alignment. The service connection will in most cases follow a straight line <br /> from the street to the general location of the existing PG &E meter. <br /> CONSULTANT will review the "normal" alignment with the property owner <br /> to see what concerns and conflicts property owner may have. <br /> CONSULTANT to make adjustments in the service connection alignments. <br /> "CONSULTANT" use the following methods to contact resident for the site <br /> review: <br /> Send initial letter and provide contact information to <br /> owner /resident <br /> Send follow -up letter, or ring the doorbell <br /> Maintain log of attempts to contact property owner <br /> Visit the property up to 3 times to attempt to make contact with <br /> the resident and /or owner. <br /> Inform the City of non responsive property owners <br /> 1.6 Underground Utility District Formation "CONSULTANT" will assist <br /> and advise the City on the formation of the rule 20B Underground Utility <br /> District. As part of the work consultant will prepare exhibits and attend <br /> meetings. <br /> 2 Project Management <br /> 2.1 Project Scheduling "CONSULTANT" shall prepare a schedule for <br /> delivery of project plans and construction phasing consistent with <br /> preliminary schedule.
