As part of its deliberation, the Commission acknowledges that Option A meets basic <br /> program requirements and is potentially considerably less expensive, however, it is <br /> concerned that the constraint of the existing library building becomes the dominant <br /> factor in the design rather than allowing the design process to fully incorporate features <br /> that optimize library service and reflect current use of library technologies. Further, the <br /> design limitations would add to annual operating costs as a fourth staffed service desk <br /> would be required. The underground parking associated with Option Al is expensive, <br /> while parking across the street on the San Francisco property may hinder access for the <br /> disabled, parents with young children, elderly, and others, creating safety access <br /> issues. Finally, this option does not provide any solution to the civic center <br /> administrative facilities that will need to be replaced or renovated. <br /> Staff Recommended Options <br /> The ability to fully address all civic center needs on the existing site is challenging due <br /> to range of issues. These include the significant amount of new facility required, the <br /> unique geometry/configuration of the site, the location of the Police Department <br /> building, the need for a parking structure or off site parking to meet long term parking <br /> needs, the interest in creating an attractive Downtown gateway, and addressing <br /> Downtown Specific Plan issues such as inclusion of a public space /plaza. As a result of <br /> these challenges, there are nearly endless alternatives, including relocating city <br /> buildings off site, which have numerous advantages and disadvantages. <br /> Notwithstanding these issues, the general consensus of the Library Commission to date <br /> is that a new library on Main Street and Bernal Avenue would be a significant addition to <br /> the community. Further, as outlined in Option C, the new library building would meet <br /> the community's long term library facility needs. Finally, a reconfiguration of the existing <br /> library building could address long term office and public space needs for services <br /> currently being conducted at 200 Old Bernal, 123 Main, 157 Main and the modular <br /> buildings. As a result, the work completed to date indicates that Options C1 and C2 <br /> could serve as a basis for moving forward with more comprehensive site analysis <br /> including incorporation of the public space /plaza anticipated in the Downtown Specific <br /> Plan, ingress /egress issues, relationship to the Downtown, and other site plan issues. <br /> Assuming there is consensus to move forward with Option C as the most desirable <br /> design concept, staff recommends the City Council approve the recommendations <br /> included in this report. If Option C is not the preferred plan, staff seeks Council direction <br /> regarding further issues and areas of further study. <br /> If the Council is in agreement with the steps outlined in this report, staff anticipates that <br /> its initial focus will be placed on renewed public outreach. Staff also anticipates that the <br /> Library Commission will remain involved in these efforts. <br /> Page 8 of 9 <br />
