Option Al (Expansion of existing library with parking structure) Adds a 42,000
SF two story structure to the immediate north of the existing Library building creating
a total building size of 72,000 SF. Includes a two floor below grade parking garage
with 192 parking spaces resulting in 523 parking spaces on the civic center site. Total
number of parking spaces is 523. No planned use of the San Francisco Bernal site.
Does not alter other existing facilities on the civic center site which facilitates potential
for a new city hall office building on Main Street as included in the Group 4 civic
center master plan work.
Option A2 (Expansion of existing library with surface parking only) Same as
Al without the parking structure. Assumes acquisition of the San Francisco Bernal
site to accommodate 215 parking spaces.
Option Cl (New library on Main Street with parking structure) Includes a new
73,000 SF library on Main and Bernal. Adds a two story expansion to the north end of
the existing library building creating a 56,000 SF structure that would be used for city
administrative offices. Includes a single level parking garage above grade with 171
parking spaces on first level and a total of 523 parking spaces on the civic center site.
Removes all existing civic center facilities except the Police Department building that
will not be altered.
Option C2 (New library on Main Street with surface parking only) Same as C1
without the parking structure. Assumes acquisition of the San Francisco Bernal site to
accommodate 171 parking spaces.
Note that Option A would require that the library operate out of a temporary facility for
approximately two years to accommodate project construction. Option C would allow
library operation during construction of the new library but would require temporary
office space for various operations housed at 157 and 123 Main Street and potentially
the Parks and Recreation Modular. While staff has not fully reviewed temporary space
options as this would be completed at a later phase, it anticipates exploring space
options in one of the City's business parks including Hacienda Business Park.
Library Commission Action (Attachment C)
After significant discussion and a review of many alternatives, at its March 8, 2007
meeting the Library Commission recommended the City Council proceed with Option
C1 for further study and consideration including further design refinement and public
input processes. The Commission indicated that Option C1 best meets the needs of
library patrons and the residents of Pleasanton by facilitating up -to -date technology,
adequate space for a wide variety of needs, and a highly energy efficient structure that
best meets our environment. It also determined that the location of the library, at the
foot of Main Street, provides an attractive gateway to the City and allows for the
reconfiguration of the city administrative functions into a cohesive facility to better serve
the residents of Pleasanton by offering ease of access for public services.
