Caltrans can construct improvements to 1-680 from Sunol to Alamo not presently included in the STIP, as described in Section C of the EIR (Transportation and Circulation). b.9 Finding. The No Project Alternative, the Reduced Intensity Alternative, and the Mixed Use Alternative, which could partially mitigate the significant traffic effects, are infeasible.
