Monitoring air quality impacts on a <br /> project-by-project basis as North Pleasanton <br /> develops ensures that state and federal standards <br /> for primary pollutants are met. <br /> <br /> a.7 Fact. The City has formed an Environmental <br /> Monitoring Commission to monitor the air quality <br /> within Pleasanton, and Condition 18 requires <br /> development to cease if primary pollutant <br /> concentrations violate standards. <br /> <br /> a.8 Finding. The No Project Alternative, the Reduced <br /> Intensity Alternative, and the Mixed Use <br /> Alternative, which could partially mitigate the <br /> significant effects on air quality, are infeasible. <br /> <br /> a.9 Fact. See Section XII (infeasibility of <br /> alternatives). <br /> <br />V. Noise. <br /> <br /> A. Significant Effect. Increased noise levels along <br /> roadways in residential areas of North Pleasanton which <br /> could potentially exceed the City's maximum noise level <br /> guidelines for sensitive residential receptors. <br /> <br /> a.1 Finding. Mitigation measures to achieve acceptable <br /> residential noise level incorporated into the <br /> Project will substantially lessen the effect. <br /> <br /> a.2 Fact. Condition 19 requires Developer to implement <br /> an acoustical monitoring program to monitor noise <br /> levels at certain specific areas of the Project and <br /> to implement a noise abatement program, including <br /> installation of soundwalls and residential <br /> installation, to ensure City standards are met. <br /> <br /> a.3 Fact. Acoustical analysis at Muirwood Park to <br /> determine mitigation measures to meet federal <br /> guidelines will be done and noise mitigation <br /> measures taken, if needed. <br /> <br /> B. Significant Effect. Generation of truck noise. <br /> <br /> b.1 Findinq. Mitigation measures incorporated into the <br /> Project to reduce generation of truck noise will <br /> substantially lessen this effect. <br /> <br /> b.2 Fact. Condition 20 requires Developer to relocate <br /> trucks to routes within the site. <br /> <br /> C. Significant Effect. Noise levels along 1-580 and 1-680 <br /> will exceed City and FHWA standards in some instances. <br /> <br /> - 7 - <br /> <br /> <br />
