The No Project Alternative, the Mixed Use <br /> Alternative and the Reduced Intensity Alternative, <br /> which could partially mitigate the significant <br /> traffic and circulation effects, are infeasible. <br /> <br /> a.8 Fact. See Section XII infeasibility of <br /> alternatives). <br /> <br />B. Significant Effect. Increase in traffic on Tri-Valley <br /> intercity arterials, freeways and highways due to <br /> cumulative regional development. Unacceptable <br /> congestion would result on Tri-Valley freeways given a <br /> buildout of Scenario 1 or 2 under presently announced <br /> freeway plans. <br /> <br /> b.1 Finding. Mitigation measures which would lessen <br /> the effect of traffic on Tri-Valley freeways are <br /> subject to the jurisdiction of other public <br /> agencies and can and should be adopted by such <br /> agencies. <br /> <br /> b.2 Fact. Cities in the Tri-Valley area other than <br /> Pleasanton can create a regional network of <br /> intercity arterials to supplement the existing <br /> freeway/highway network by improvement/extension of <br /> existing intercity arterials by connecting to and <br /> extending Pleasanton's major thoroughfares. <br /> <br /> b.3 Fact. MTC, BART, Alameda County and Contra Costa <br /> County can develop regional transit systems such as <br /> the Dublin-Livermore-Pleasanton joint powers <br /> agency, BART extension, and light rail transit <br /> system. <br /> <br /> b.4 Fact. Caltrans can construct freeway, highway and <br /> auxiliary lane improvement projects which are <br /> included in the NPID and the 1985 Caltrans STIP, <br /> including widening and improvement of the <br /> 1-580/Hopyard interchange, 1-580/Santa Rita Road <br /> interchange, 1-580/Hacienda interchange and <br /> 1-680/Stoneridge interchange (and 1-680/West Las <br /> Positas interchange if needed). <br /> <br /> b.5 Fact. Caltrans has jurisdiction over and can <br /> construct the improvements to 1-580 between Dublin <br /> Canyon and Altamont Pass which are currently being <br /> studied, including E1 Charro Road interchange, and <br /> others listed in Section C of the EIR <br /> (Transportation and Circulation). <br /> <br /> b.6 Fact. Caltrans and FHWA have jurisdiction over and <br /> can study further and implement improvement of the <br /> 1-580/I-680 interchange. <br /> <br /> - 5 - <br /> <br /> <br />
