whereabouts of such persons are unknown and the same cannot be ascertained by the Chief Building Official in the exercise of reasonable diligence and the Chief Building Official shall make an affidavit to that effect, then said notice shall be served by publishing that once each week for two (2) consecutive weeks in a newspaper published in the City and by posting said notice on the property prior to the date of first publication. Such notice shall contain, among other things, the following information: A. Name of owner or other persons interested, as provided in this Section; B. Street address and legal description of the property on which such a building or structure is located; C. A general description of the matter which is being appealed; D. The owner's right of appeal to the City Council. 20.12.140 Section 710.1 Amended - Drainage Of Certain Fixture: Section 710.1 of the California Building Standards Code 2001 Edition (24 CCR), and including by reference the Uniform Plumbing Code, 2000 Edition, is amended as follows: Drainage piping serving fixtures which have flood level rims less than twelve (12) inches (304.8 mm) above the elevation of the next upstream manhole and/or flushing inlet cover at the public or private sewer system serving such drainage piping shall be protected from back flow of sewage by installing an approved type backwater valve. Fixtures above such elevation shall not discharge through the backwater valve, unless first approved by the Director of Public Works." Section 4. Chapter 20.16 of the Pleasanton Municipal Code, as amended, is hereby further amended to read as follows: "20.16.010 Uniform Mechanical Code adopted. A.
