The proposed Master Plan would extend existing and add additional
pedestrian and bicycle trails, bicycle routes, and sidewalks. Although some additional motor vehicle
trips could increase due to more people driving to recreational trail heads, other motor vehicle trips
would be expected to decrease as some people change their mode of travel to access parks, schools,
retail areas, and other businesses. On balance, a higher percentage of trips would be expected to be
walking, jogging, bicycling, or equestrian trips than currently occurs.
The proposed Master Plan would repaint and restripe some roadways to better accommodate bicycles.
Although the level of service for automobiles could potentially be affected due to greater
accommodations for bicycles, none of these changes are anticipated to drop the level of service (LOS)
for automobiles below LOS D at any intersection where these changes are planned.
No Impacts. The proposed Master Plan would have no impact on the Alameda County Congestion
Management Plan nor would change any air traffic patterns. The proposed Master Plan would provide
alternative routes to travel on in an emergency and would not interfere with emergency access. The
proposed Master Plan would support alterative transportation and would not result in conflicts with
plans or policies supporting alterative transportation.
Revised 9/4/09 29 9/4/2009
