Bicycle and Pedestrian Plan Initial Study
Significance Criteria
The impact questions above constitute the significance criteria for this environmental topic.
Discussion of Checklist Items
Less than Sign ficant Impac Some of the planned future trails may intersect areas where a Habitat
Conservation Plan has been established or will be in the future. Currently the only area in Pleasanton
with such a plan is the San Francisco Public Utilities Commission Alameda Watershed Habitat
Conservation Plan. The proposed Master Plan itself includes no construction and thus at a plan level,
the proposed Master Plan would result in a less- than significant effect on Habitat Conservation Plans.
On a project specific level, due to the specificity of each Habitat Conservation Plan, it is not currently
feasible to anticipate all of the impacts that could occur or what specific mitigation measures would be
warranted due to implementation of the proposed Master Plan. Any construction of future trails or
paths that could potentially conflict with a Habitat Conservation Plan would be subject to further
project- specific environmental review under the Ca /ifornia Environmental (Qzlalityy Act. At the time of
construction of each trail segment, the City will need to ascertain whether there could be impacts on any
such plan.
No Impact. Planned trails, bicycle routes, and sidewalks would serve to provide further connections
between different areas of the city. In addition, the narrowness of the trails planned outside of existing
roadways would not disrupt or divide an established community.
The proposed Master Plan would not conflict with any applicable land use plan, policy, or regulation
adopted for the purpose of avoiding or mitigating an environmental effect. The proposed Master Plan
and its implementation would serve to reduce environmental effects related to motor vehicle traffic by
providing additional connections of the trail and path system and by linking more areas of the city.
These trails would also link to regional trails, providing even more possibilities to reduce motor vehicle
travel.
Less Than
Sig ifcart
Potentially Impact With Less Than
Significant Mitigation Signi /cart No
Issues Impact Incorporated Impact Impact
10.
