The noise goal for noise sensitive land uses including <br /> residential development is an interior noise level of 45 L L accounts for the difference in response <br /> of people to daytime and nighttime noises by weighting the noise decibels generated during the <br /> nighttime when background noise is generally less and people are more sensitive to noise events. To <br /> compensate for people's increased sensitivity during nighttime hours, the L measurement multiplies <br /> each nighttime noise event by a factor of ten, approximately equal to a doubling in perceived loudness. <br /> Revised 9/4/09 24 9/4/2009 <br />
