Bicycle and Pedestrian Plan Initial Study <br /> Environmental Setting <br /> None of the planned open -space trails are located on sites that are currently used to store hazardous <br /> materials. The F_IR for the General Plan includes information regarding hazardous material and /or <br /> waste sites in Pleasanton from the Cal EPA website as of January 31, 2008. "Those sites are listed on <br /> Table 3.13 -1 of the EIR for the Proposed General Plan, published September, 2008. The City <br /> rechecked the Cal EPA website in June 2009 and found two additional sites on the Cortese List: <br /> Nuclepore Corporation at 2035 Commerce Circle and Tenneco Chemical, Inc. at 5555 Sunol <br /> Boulevard.' <br /> Some planned trails and bicycle routes are located less than 2 miles from the Livermore Airport, within <br /> the General Referral Area and the Height Referral Area <br /> Significance Criteria <br /> The impact questions above constitute the significance criteria for this environmental topic. <br /> Discussion of Checklist Items <br /> Less than -Si_ 'ficant Imo acts. The proposed Master Plan would not expose people to potential health <br /> hazards through the routine transport, use, storage or disposal of hazardous materials. Pedestrians, <br /> joggers, bicyclists, and equestrians would not be expected to use or transport any hazardous materials. <br /> During implementation of the proposed Master Plan, construction contractors would use some <br /> hazardous materials that could result in a possibility of hazardous materials upset. Hazards associated <br /> with those materials would be reduced to less than significant levels by compliance with State and <br /> federal transport, storage, and disposal requirements. No additional mitigation is warranted. Thus <br /> hazardous materials impacts would be less than significant. <br /> No toxic air contaminant would result from the proposed Master Plan, although minimal toxic air <br /> contaminants could occur due to construction of the Plan. Given the relatively small amount of toxic <br /> air contaminants that could result, this impact would he less than significant. <br /> Even if some of the proposed bicycle routes, sidewalks, or trails were to traverse a contaminated site, <br /> any development, including excavation, of such a site would be required by existing regulations to <br /> mitigate the impacts. <br /> The City has adopted an Emergency Operations Plan to provide for the safety of the community in the <br /> event of a major emergency such as an earthquake, flood, fire, nuclear accident, civil disturbance, or <br /> hazardous materials spill. The Emergency Operations Plan provides the basis for direction and control <br /> of emergency operations and contains task assignments for City personnel under emergency conditions.` <br /> In addition, future development resulting from the proposed Master Plan would be subject to the City's <br /> Emergency Operations Plan. <br /> Some of the proposed paths and trails are located close to or within wildlands subject to wildands fires. <br /> These areas would largely be used for recreational purposes and would be expected to bring few <br /> additional people into the hazardous areas. The additional trails and pathways would give residents <br /> additional evacuation routes in the event of fire or other natural disaster.
