If In -Lieu Park Dedication fees were used for buying property, Mr. Thorne asked where <br /> this property would be? <br /> Mr. Wolfe said the two pieces of property that the City does not own that it would likely <br /> purchase would be the previous landfill site on Vineyard Avenue and property located in East <br /> Pleasanton that would be used for a community park. At one time there was discussion about a <br /> neighborhood park in South Pleasanton and Council has removed this is as a priority. <br /> Mr. Fialho said the reason South Pleasanton is no longer an option for a community park <br /> is because the Bernal property is viewed as supporting the park site for this area. <br /> In response to an inquiry by Mr. Thorne, Mr. Wolfe referred to Attachment A, project <br /> illustration and estimate of probable cost for the Alviso Adobe, Milk Barn/Visitors Center, Bunk <br /> House and Interpretive Program, which broke out the cost of the individual components that <br /> would be involved. If it was Council's desire to work within the amount of funding currently <br /> available, the majority of the site improvements and the Adobe itself could be completed; <br /> however, this was not the desire of the Parks and Recreation Commission as the Alviso Adobe <br /> Community Park is its highest priority and the Commission wanted to complete this project in <br /> one phase. <br /> Mr. Thorne inquired about the annual cost escalation that was used in determining the <br /> cost for this type of project. <br /> Mr. Wolfe did not have an exact number but in this case, staff asked for an escalation <br /> and included a 7.5 percent contingency for construction. For this project, staff used a <br /> conservative contingency cost of 7.5 percent to keep the project in line as much as possible. <br /> When Council authorized staff to proceed with the Firehouse Arts Center project, Mr. <br /> Thorne believed Council authorized it without identifying the remainder of the funding. <br /> Mr. Fialho said Council authorized the design of the facility and not knowing where the <br /> additional funds could be coming from. <br /> Mr. Thorne was concerned about delaying the Alviso Adobe Community Park project an <br /> additional six months as there is an additional cost involved. Given the fact that Council <br /> authorized staff to proceed with the design of the Firehouse, he asked if Council could consider <br /> doing the same for this project using the funds currently available plus using the recommended <br /> transfer of $543,000 currently allocated to other capital projects, and reviewing in six months <br /> whether In -Lieu Park Dedication fees was needed or if Federal funding was available. <br /> Mr. Fialho said the difference between the Firehouse Arts Center project and this project <br /> is that this project is ready for bid; however, identified resources are not available to fund the <br /> total cost of the project. The reason why staff is recommending a six -month delay is because <br /> Council has identified five major priority projects for the next two years which include: the <br /> Bernal property, Kottinger Creek Restoration; the Firehouse Arts Center Restoration project; <br /> construction of Alivso Adobe Community Park; and restoration of the Veterans Memorial <br /> Building. As part of the mid -term CIP update, staff wanted to have the opportunity to identify <br /> how Council could fund all of these projects without occurring any debt.
