throughout the community on cul -de -sacs from time to time and in this particular instance, one <br /> of the neighbors was unhappy with the placement of the traffic cones in the cul -de -sac and <br /> contacted the Police Department who responded. The Police Department correctly stated that <br /> there is not a legal way to place the traffic cones in the street while children are at play. Staff is <br /> looking to find if there are any rules and regulations with respect to the placement of traffic <br /> cones for whatever purpose in City streets. Staff will work with Mr. Laprade and the <br /> neighborhood to attempt to accommodate the placement of traffic cones while still being in <br /> compliance with the law. <br /> Mr. Brozosky believed this was a community wide issue. He asked staff to provide to <br /> Council any solutions to legally rectify the matter. <br /> Mr. Sullivan asked if the Traffic Committee could review the matter and work with the <br /> neighbors to identify other options such as Children At Play signs. <br /> Mr. Roush said yes. <br /> There were no other speakers. <br /> 6. PUBLIC HEARINGS OTHER MATTERS <br /> 6a <br /> Review of current status and funding recommendations for construction of Alviso Adobe <br /> Community Park, Project No. 987025. (SR 06:062) <br /> Jim Wolfe, Director of Parks and Community Services, presented the staff report <br /> including the budget and estimated cost of improvements. <br /> Andy Jorgensen, Civic Arts Manager, reviewed the main elements of the Master Plan. <br /> Mr. Fialho said the reason staff is recommending that it be directed to return to Council <br /> with an updated report in six months detailing the progress in securing additional funding is <br /> because it is actively working with the City's congressional officials to try and find federal <br /> funding. Staff believes it has found an opportunity to secure approximately $250,000 in federal <br /> funds and the decision on these funds will not be made until later in the calendar year. In <br /> addition, staff has held preliminary discussions with the School District Liaison Committee to <br /> introduce a concept whereby the City would potentially enter into a joint partnership with the <br /> District to help offset or defray the cost of this project. If the School District participated, the <br /> thought would be to have the District participate in the construction of the Milking Barn with the <br /> idea that it be turned into an active classroom for field trip purposes. Based upon discussions <br /> with the School District Superintendent, there might be an opportunity to secure State funding <br /> for these purposes. He pointed out that in the next few months, Council would be receiving an <br /> update on the Capital Improvement Program (CIP) for the coming fiscal year. In addition to the <br /> projects the Parks and Recreation Commission has identified, staff identified other projects that <br /> it believed could be closed out that are no longer a priority and funding could be applied to the <br /> Alviso Adobe Community Park project to close the funding gap.
