MEETING OPEN TO THE PUBLIC <br /> Other Speakers <br /> Jerry Wagner, a Happy Valley resident, addressed Council regarding speeding traffic on <br /> Sycamore Road and traffic enforcement by the City. <br /> Nick Laprade, a Smith Gate Court resident, mentioned that he and his neighbors in the <br /> cul -de -sac have placed orange safety cones in the street while the neighborhood children are at <br /> play. He expressed concern for the safety of the children in his neighborhood particularly <br /> because it is illegal to place traffic cones in the street to warn traffic coming into the cul -de -sac <br /> there are children at play. He asked Council for its direction and assistance in the matter. <br /> Vice Mayor Sullivan indicated that staff would follow up with Mr. Laprade in the matter. <br /> Ms. McGovern asked Mr. Laprade how he found out the traffic cones were illegal? <br /> Mr. Laprade said the Pleasanton Police Department contacted him with this information. <br /> Mr. Brozosky asked staff if there was a legal way for neighbors to place traffic cones in <br /> the street while children were at play that would not affect the safety of traffic? <br /> Mr. Roush said if someone wanted to have an operation in the City's right -of -way, the <br /> City would issue an encroachment permit.
