Mr. Fialho said staff would take the same approach it took with the Downtown Public <br /> Restrooms. Staff would not adjust any of the designs until Council had the opportunity to review <br /> and comment; the direction would clearly come from Council to the architect so that the <br /> message remains consistent. <br /> Ms. McGovern referred to agenda item 4b, PCUP 129, Mari Kennard, application for a <br /> one -year extension to the conditional use permit approval to serve beer, wine and spirits after <br /> 10 p.m. for the Redcoats British Pub and Restaurant at 336 St. Mary's Street. She asked staff to <br /> provide a status report to Council on what is occurring with this building and why it is taking a <br /> significant amount of time to be completed. <br /> Mr. Fialho indicated that staff would provide a status report to Council on the matter. <br /> Mr. Brozosky referred to agenda item 4b, PDR -507, City of Pleasanton, and noted that <br /> typically the Planning Commission determines the environmental findings. He asked if Council <br /> would be making these findings instead of the Planning Commission? <br /> Mr. Fialho said the matter would need to go through the Planning Commission. The <br /> design review would come before Council and the findings would be presented to the Planning <br /> Commission at some point in the future. <br /> Mr. Roush noted that as part of the design, there will be an environmental portion and <br /> staff is wrestling with what its recommendation would be in terms of what level of environmental <br /> review is required for this particular project, which will be included in the staff report scheduled <br /> for discussion by Council on March 21. <br /> Mr. Brozosky asked if Council could authorize staff to proceed with the bid for this <br /> project in parallel with the environmental hearings. <br /> Mr. Roush said it was staff's intent to make this occur in a parallel process. <br /> Mr. Fialho pointed out that staff's recommendation to Council on March 21 would be to <br /> authorize the architect to proceed with design documents. <br /> It was moved by Ms. McGovern, seconded by Mr. Thorne, that the following <br /> actions under the Consent Calendar be taken with the removal of item 4f to 6d. <br /> a. Approved the minutes of 02/07/06. <br /> b. Actions of the Zoning Administrator and Planning Commission. (IR 06:009) <br /> There was no action taken or required on this item. <br /> c. Approved plans and specifications, review of bids and award of contract for Annual <br /> Sidewalk and Access Ramp Installations, Project No. 045005. (SR 06:055) <br /> d. Adopted Resolution 06 -011, a resolution amending Master Fee Resolution 92 -100 to <br /> add the Vineyard Avenue Agricultural Mitigation Fee.
