He did not want to move <br /> forward and make a decision to proceed with construction for this project without understanding <br /> the funding plan and how this decision would impact the other four Council priority projects. <br /> Mr. Fialho noted that Council's five priority projects total $23 million dollars. As an <br /> interim step, he suggested presenting a funding plan to Council at its March 21 meeting that <br /> would identify how staff plans to fund the $23 million dollars and identify the funding sources. <br /> Council could use the funding plan as a basis for developing and approving the CIP went it is <br /> presented in May or June. In the meantime, he suggested Council approve the $543,000 in <br /> funding currently allocated to other capital projects as recommended by the Parks and <br /> Recreation Commission, which would assist staff in developing a funding plan for Council at its <br /> next meeting. <br /> Mr. Sullivan said he was supportive of Mr. Fialho's recommendations. <br /> Ms. McGovern stated that she would not spend City money unless she believed it was <br /> available. While she was supportive of Mr. Fialho's recommendations, she clearly wanted to <br /> move forward with the construction of this project. She asked staff if it was considering <br /> borrowing funding from other currently allocated capital projects and when development occurs <br /> on other properties in town, the development fees could be used as a method of repayment? <br /> Mr. Fialho said no. He noted that the funding plan discussed internally by staff enables <br /> staff to proceed and closes out other capital projects. The funding plan does not contemplate <br /> the use of funds from future development. <br /> It was moved by Ms. McGovern, seconded by Mr. Sullivan, to authorize the <br /> transfer of $543,000 in funding currently allocated to other capital projects for this <br /> project, and to authorize staff to provide a fund plan identifying funding sources to <br /> Council at its March 7 meeting that could be used as part of the development of the <br /> Capital Improvement Program and enable staff to bid and award a contract for the Alviso <br /> Adobe Community Park. <br /> Mr. Brozoksy asked if the City could proceed with the bidding process for this project <br /> and legally not accept any bids received. <br /> Mr. Roush said Council had the right to reject all bids. <br /> Mr. Brozosky proposed authorizing staff to proceed with the bid for the Alviso Adobe <br /> Community Park project based upon the assumption that a funding source for this project will be <br /> identified. <br /> Mr. Fialho said legally Council could take this direction, but historically, it has not been <br /> the practice. <br /> Based on his extensive experience working in the engineering and construction <br /> business, Mr. Sullivan pointed out that if contractors were aware that the City was going to <br /> submit a request for bids with the intention of rejecting them, the City might not receive valid <br /> bids, which he believed was not an acceptable practice for the City to consider. <br /> Pleasanton City Council 15 02/21/06 <br /> Minutes <br />
