Ms. McGovern believed that when this project went out for bid, the bid would include add <br /> alternatives and identify specific costs so that if federal funding was granted or if the School <br /> District agreed to a partnership with the City on this project for the Milking Barn, these costs <br /> would clearly be identified. <br /> A substitute motion was made by Mr. Brozosky, seconded by Mr. Thorne, to <br /> authorize staff to proceed with the construction of the Alviso Adobe Community Park <br /> project as designed, not using a phased approach, subject to confirmation of the funding <br /> sources presented to Council at its March 7, 2006 meeting, and to authorize the transfer <br /> of $543,000 in funding currently allocated to other capital projects for this project. <br /> Mr. Fialho pointed out that if Council did not approve the funding plan presented on <br /> March 21, Council could decide not to proceed with the project. <br /> The roll call vote on the substitute motion was taken as follows: <br /> AYES: Councilmembers Brozosky, McGovern, Sullivan, and Thorne <br /> NOES: None <br /> ABSENT: Mayor Hosterman <br /> ABSTAINED: None <br /> There was a break at 9:13 p.m. <br /> The meeting reconvened at 9:18 p.m. <br /> 6b <br /> PUD -49, SilverStone Communities (SR 06:060) <br /> Application for PUD rezoning and development plan approval for a 45 -unit residential <br /> condominium development on an existing 2.76 -acre vacant lot located at 3909 Vineyard <br /> Avenue. Zoning for the property is RM -4,000 (Multiple Family Residential) and PUD -HDR <br /> (Planned Unit Development High Density Residential) District. Consider a negative <br /> declaration prepared for the project. <br /> Jerry Iserson, Director of Planning and Community Development, presented the staff <br /> report. <br /> Mr. Brozosky inquired about the Affordable Housing Agreement and asked if Council <br /> was being asked to consider this agreement tonight. <br /> Mr. Iserson said the Affordable Housing Agreement would be reviewed and considered <br /> by Council as a separate action at its next meeting. The inclusion of approving the Affordable <br /> Housing Agreement would have been a part of staff's recommendation this evening if it had <br /> been included in the legal public notice. <br /> Mr. Brozosky inquired about the proposed flashing yellow traffic beacon and asked if it <br /> was similar to the beacon that is being considered for Valley Avenue near the School site? <br /> Mr. Fialho said yes.
