See answer 6.1, above.
6.7 The two types of Low Density Residential are distinguished on the Draft Land Use Map
with the Happy Valley Specific Plan Low Density (with a density of 1 dwelling unit per 2
gross acres) shown in a diagonal striped pattern. This designation was adopted as part of the
Happy Valley Specific Plan and is shown on the existing General Plan Land Use Map.
6.8 The proposed General Plan addresses the long -term preservation of agricultural land in two
areas. In the Introduction under the Sustainable Development section, the last bullet in the
left -side column on p.l -6, states: "Preservation and enhancement of urban -edge rural areas
is indispensible to the economic, environmental, and cultural vitality of a city and its long-
term sustainability. Strategies that support agriculture at the urban edge will preserve our
greenbelts, support tourism, and help secure a local source of food." In the Draft Open
Space and Conservation Element, Agriculture and Grazing is addressed in Goal 8, Policy 11,
and programs 11.1 through 11.10.
6.9 Note that most of the city, including the Merritt property, is located within the urban growth
boundary, where the City encourages infill development. The City generally encourages
agricultural land uses outside of the urban growth boundary, preferably with an open -space
buffer between the agricultural use and adjacent homes. The Merritt property, located as it
is surrounded by residential development, is unlikely to be a viable location for agriculture in
the long term.
6.10 The second paragraph under Bus Service in the Draft Circulation Element has been changed
as follows:
final response to comments with throw pages 30
