The Department utilized a committee process to research and form recommendations pertaining
to the use of the funds from the Technology Grant. All recommendations support line level
law enforcement functions and serve to enhance public safety.

RECOMMENDED EXPENDITURES

Alternate Light Source: $15,000

The purchase of an alternate light source would greatly enhance our departinent's ability to
locate certain types of evidence that cannot be seen by the naked eye. Patrol officers and
investigators could transport this portable piece of equipment to a crime scene and use it to
identify where items of evidentiary value were located. Once officers are able to locate
potential evidence they can use more conventional techniques to collect and package the
evidence for transportation to a crime lab for further evaluation.

Satellite Cell Phones: $3,000

In order to be prepared for a potential disaster, such as a major earthquake, fire, train
derailment, or terrorist attack, we believe it would be prudent to purchase four (4) satellite cell
phones. These phones would give our command staff the capacity to communicate during an
emergency even if all regular phone communications were inoperative and allow for critical
decisions to be made in a timely manner. The Livermore-Pleasanton Fire Department has been
using satellite phones for several years and our purchase of these kinds of phones will
additionally allow us to directly communicate with the Fire Department even if regular radio
transmissions are incapacitated.

F.A.T.S. Machine AR15 Rifle and Software: $10,000

We need to upgrade our firearms training system (FATS) to include an AR15 rifle attachment.
Last year our department transitioned our entire patrol fleet from standard shotguns to AR15
rifles in an effort to provide a more accurate weapon to protect our police officers and the
general public. The FATS training system we currently have installed in our briefing room
needs a specially designed AR15 rifle so that our officers can receive the proper training in the
deployment and use of the weapon. New and improved software would also be purchased to
provide new training scenarios. The rifle will cost approximately $6,300 and the updated
software will be about $3,500.

Field Evidence Kits: $2,500

Based upon a recommendation of our equipment committee we would like to purchase
individual evidence kits for each officer on patrol. This would ensure each officer has the

SR:02:133 Page 2
