necessary evidence collection equipment with them in the field when needed. This will save
down time since officers won't need to call over another officer to bring supplies to collect
evidence. The kits we currently have in the trunks of our patrol cars are messy and not very
well stocked or organized. By supplying officers with an evidence kit, each officer will
become accountable for his or her own kit. The proposed kits include latent print powder,
brushes, cards, life tape, photo scale, color card, and clean up supplies.

Personal Digital Assistance Pocket PC's: $13,000

We would like to purchase pocket size personal computers for each of our managers so that
they can access Microsoft Outlook while away for the office. This technology will allow our
managers to respond more quickly to questions/issues sent to them through the email system as
well as monitor the activities of personnel through the computer calendar system. As part of
this purchase we would like to acquire air cards and expansion packs so information can be
either downloaded directly from the desktop computer or transmitted to each pocket personal
computer while away from the office. This purchase would allow all of our managers to have
the same technology and thereby avoid incompatibility issues that could cause potentially
serious communication problems.

Auto Vehicle Locator (AVL) Upgrades: $4,000

We currently have the capability of tracking the location of our patrol cars with the assistance
of a ground positioning system (GPS). This is a valuable tool because it allows our dispatchers
the ability to quickly look at a screen and determine which patrol car is closest to an emergency
call. It also allows us to quickly get help to an officer who needs immediate assistance. It
currently costs approximately $1,000 per vehicle to purchase and install the GPS device and
antenna on each patrol vehicle. We have four additional vehicles that still need the GPS system
installed and we therefore are requesting $4,000 to complete this project.

Communication Headset for Bicycle Patrol: $2,700

We currently have ten bicycles that we use extensively in the spring, summer and fall to patrol
the downtown area, parks and schools. We would like to upgrade the radio equipment by
purchasing headsets that can be mounted on the bike helmets of the patrolling officers. This
headset will allow officers to communicate with Dispatch and other officers without having to
take the hands off of the handlebars to speak. The sets costs approximately $200 each and
some installation costs may also be included in the overall costs. Three thousand dollars
should cover both the installation and tax expenses related to this purchase.

SR:02:133 Page 3
