<br />Wastewater System Largest <br />Users <br /> <br />The ten largest system users account for <br />about 7.5 percent of service charge rev- <br />enue. Pleasanton schools are the largest <br />user and account for 1.4 percent. The <br />remaining nine large users, including <br />apartment complexes, a hotel, and com- <br />mercial establishments. range from 0.4 <br />to 1.0 percent of total service charge <br />revenue. <br /> <br />Table 1 . See "Right to Vote on Taxes Initiative" herein. The City recovers <br />the cost of its wastewater system operation. maintenance and replacement. and capital <br />expansion through a user fee system involving service fees and connection charges. <br /> <br />The service charges currently imposed by Pleasanton contain two components: (I) a local <br />charge for collection. which is set by Pleasanton. and (2) a regional charge for treatment <br />and disposal, which is set by DSRSD and adopted and collected by Pleasanton. The City <br />is currently reviewing its local service charge and DSRSD is reviewing the regional charge. <br /> <br />Current Service Charges: The single family residential bimonthly rate for wastewater <br />collection. treatment, and disposal is $63.00. consisting ofa $21.70 local service charge <br />and $41.30 regional service charge. The bimonthly commercial rate for wastewater col- <br />lection and treatment varies among different types of businesses and is based on flow. <br />Table 2 shows the sewer service charges by customer type in effect since June 30. 2001. <br /> <br />Current Connection Charges: The regional connection charge set by DSRSD for sewage <br />treatment and disposal facilities is currently $9,900 per single family DUE. The regional <br />connection charges collected by the City and paid to DSRSD are not cC1T1,idered revenue <br />of the City's sewer enterprise. The City also collects a local connect}... lee of$500 per <br />single family DUE for sewage collection and conveyance facilities. <br /> <br />Collections and Delinquencies:. Customers are billed bimonthly for sewer service by <br />the City utility billing division. Pleasanton has not experienced annual uncollected delin- <br />quencies for wastewater users exceeding 0.4 percent of billable services over the last five <br />years. <br /> <br />]0 <br />
