<br />Livermore is not initially participating in the expansion project but has the right until <br />November 2005 to elect to participate. If Livermore were to decide to participate in the <br />expansion project, the percentages of debt service paid by DSRSD. for itself and Pleasanton. <br />would be adjusted to reflect such participation. Like\\ise, the fixed cost allocation for main- <br />tenance and operation may be modified. Livermore is pennined to participate in 18.18 <br />percent of the expansion project, which would increase its share of the total debt service <br />on the bonds to 26.88 percent. Livermore would also be responsible for the additional <br />cost of a sole use LA VWMA pipeline from Livermore to the LA VWMA pump station. <br /> <br />The members have pledged revenues from their respective enterprises towards the payments <br />due under the sewer service contract. However. debt service allocable to the expansion <br />project is planned to be paid from a rate stabilization fund, which is funded from regional <br />connection fees collected by DSRSD and P]easanton. The members covenant to set charges <br />in an amount sufficient to pay all maintenance and operation costs (including payrnents <br />due under the sewer service contract) and debt service on the bonds not paid for by the <br />rate stabilization fund. <br /> <br />Rate Stabil.ization Fund for Expansion Debt Sen,ice <br /> <br />A rate stabilization fund was created in connection with the delivery of the DSRSD certif- <br />icates in August 2000. The fund is maintained by DSRSD for its own account and Pleas- <br />anton's. All regional connection fees, whether collected by the district or collected by <br />Pleasanton and paid to the district, are required to be deposited in the rate stabilization <br />fund. <br /> <br />The district will anempt to maintain the rate stabilization fund at a target level that is two <br />times maximum annual expansion debt service. which includes the expansion components <br />of the DSRSD and LA VWMA projects. The district is not required to fund the rate stabili- <br />zation fund from revenues derived from user charges assessed to wastewater custorners. <br />At fiscal year end 2001 the fund had a balance of about $43.4 million. equal to five times <br />rnaximum annual expansion debt service of the DSRSD and LA VWMA projects. <br /> <br />Pleasanton Wastewater Sen'ice Area and Customers <br /> <br />Pleasanton's wastewater systern provides services for the collection and (through DSRSD <br />and LA VWMA) treatment and disposal of wastewater to an area of about 22.5 square <br />miles serving a population of about 67.300. At June 30. 2001. the wastewater system <br />collected wastewater from 26.1 20 dwelling unit equivalents (DUEs). (A dwelling unit <br />equivalent is an amount of wastewater flow and loadings equivalent to that discharged by a <br />typical single family dwelling unit. Defining customers in terms of DUEs allow the demand <br />of any customer or class to be easily evaluated in terms of the wastewater discharge parameters <br />ofa typical single family residence.) Pleasanton's aggregate wastewater flow averages 6.2 <br />mgd with a peak of approximately 7.2 mgd.
