The focus of the periodic waste- <br />water rate review is to set these charges at a level that fully supports the total direct and <br />indirect cost of the service Pleasanton provides to its customers all in accordance with <br />Pleasanton's fee policy. The fee policy assures that the wastewater system continues to <br />be financially self-sufficient. maintains adequate reserves. and adequately funds capital <br />replacement and improvement projects. The City collects all applicable local and regional <br />charges and fees within its boundaries. Revenues collected for treatment and disposal are <br />then forwarded to DSRSD as payment for those services. <br /> <br />City Financial Information <br /> <br />Sewer revenues and expenses are accounted for in the sewer fund. Table 3 shows revenues. <br />expenses. and retained earnings of the sewer fund for] 989/99 through 2000/01. Operat- <br />ing revenues include sewer service charges and local connection fees. Residential cus- <br />tomers account for over 75 percent of service charge revenue. The regional connection <br />fees are collected by the City and passed through directly to DSRSD and are not shown <br />as revenue of the enterprise. <br /> <br />The largest category of expenses is rnaterials. supplies. and services, which include pay- <br />ments to DSRSD for sewage treatment and disposal service and system rehabilitation <br />debt service. City payrnents to DSRSD are made from gross revenues prior to payment <br />of debt service on the Bonds. <br /> <br />11 <br />
