<br />Pleasanton's wastewater system is operated and maintained through the City's public <br />works department. utility operations and maintenance division. This division is respon- <br />sible for operating and maintaining over 230 miles of sewer pipelines ranging in size <br />from 6 to 33 inches in diameter and 10 sewage pump stations which transport the City's <br />sewage to the Dublin San Ramon Services District (DSRSD or district) Wastewater <br />treatment plant where the sewage is treated. <br /> <br />The operations and maintenance division also operates the City's water pumping, treat- <br />ment, and distribution system. The division has 22 full-time operation and maintenance <br />staff including two chief system operators. One operator is in charge of all field opera- <br />tions for water and sewer: the other operator handles all budget and administrative duties. <br /> <br />The City maintains an ongoing program of preventive maintenance and replacement. <br />The City annually updates its five-year capital improvement program, and for the years <br />2001/02 through 2005/06 provides for a planned expenditure of about $6.2 million for <br />pipeline replacements, pump station improvements, and other projects. The capital <br />improvement program projects that the cost of these improvements will be met on a <br />pay-as-you-go basis from both sewer rates and local sewer connection charges. <br /> <br />Wastewater Treatment <br /> <br />DSRSD is a special district established in 1953 under the Community Services District <br />Law. DSRSD's wastewater system facilities include a regional wastewater treatment <br />plant located within the boundaries of the City of Pleasant on. The treatment plant pro- <br />vides primary and secondary treatment and filters a portion of the wastewater to be recycled <br />within the district's service area (Dublin and southern San Ramon). <br /> <br />Together. Pleasanton and the district's wastewater service area covers about 47 square <br />miles. The population of the wastewater set'\'ice area is about 108,000. including 67,300 <br />in Pleasanton. <br /> <br />Pleasanton is DSRSD's largest user and is served by an agreement for wastewater treat- <br />ment and disposal. Pleasanton's current capacity in the treatment plant is 7.135 mgd. <br />Upon completion of the district's Phase IV treatment plant expansion. expected in <br />January 2003. the City's treatrnent capacity would increase to 8.5 mgd. or 50 percent of <br />the plant's total treatment capacity. This capacity accommodates the City's general plan. <br /> <br />DSRSD Certificates of Participation: The district issued $55 million variable rate <br />demand sewer revenue certificates of participation in August 2000 to finance an upgrade <br />and expansion of the wastewater treatment plant from 1 1.5 million gallons per day (mgd) <br />to 17 mgd. The expansion was required to serve increased wastewater generated from <br />ongoing and expected gro\\1h in the regional service area. <br /> <br />DSRSD Rate Covenant: Under the installrnent sale agreement for the certificates, the <br />district covenants to determine the amount of the regional service charge pursuant to the <br />regional agreement which will produce aggregate available net revenues, exclusive of <br /> <br />6 <br />
