<br />CITY OF PLEASANTON <br /> <br />The City of Pleasanton is located in south central Alameda County in the Livennore- <br />Amador Valley (called the Tri-Valley area that contains the cities of Pleasant on. Liver- <br />more. Dublin. and San Ramon), about 40 miles southeast of San Francisco and 25 miles <br />southeast of Oakland. Pleasanton contains about 22.5 square miles. <br /> <br />Pleasanton has groV>TI from a small rural community with an agricultural base to a medium- <br />sized suburban community with a diverse economic base. During the past two decades. a <br />diverse panern of groV>1h (which has included substantial new residential. commercial. <br />office, and industrial development) has transfonned Pleasanton from a bedroom community <br />serving the Bay Area job rnarket to an employment center in its own right. <br /> <br />The City. incorporated in 1894, is a general law city v>ith a council-manager fonn of govern- <br />rnent. The City's governing body is an elected five-member council consisting of the <br />mayor and four council members. The council appoints a city manager that manages and <br />administers the daily affairs of the City under the policy guidelines of the City Council. <br /> <br />Deborah Acosta McKeehan was appointed City Manager in 1990 and has approximately <br />2 I years of experience in city management. Prior to her current position. Ms. McKeehan <br />was Town Manager in Los Gatos, California, and Deputy City Manager in Milpitas, Cali- <br />fornia. Ms. McKeehan has a masters degree in public administration frorn the University <br />of Southern California. <br /> <br />Randall Lum has been the City'S Director of Public Works since 1994 and has over 27 <br />years experience in municipal public works activities. Mr. Lum previously served as <br />Deputy Director of the depanrnents of public wmks and planning and building with the <br />City of Oakland. He has a B.S. degree in civil engineering from the University of Cali- <br />fornia. Berkeley. and a masters degree in public administration from Golden Gate University. <br />He is a registered civil engineer. <br /> <br />Susan Rossi is the Director of Finance. Ms. Rossi has been with Pleasanton for 19 years, <br />the past 12 years as the Director of Finance. l\ls. Rossi has 27 years of experience in <br />rnunicipal finance. Prior to her current position. Ms. Rossi worked in the finance depan- <br />ments in the cities of Livennore and Fremont. California. Ms. Rossi has a degree in math- <br />ematics frorn the University of California at Berkeley. <br /> <br />The City provides police, fire, public works. water. sewer. economic development. and <br />parks and community activities, planning and zoning. inspection. general administrative. <br />and library services to its citizens. <br /> <br />WASTEWATER SYSTEM <br /> <br />Since 1980. the wastewater system has been collecting wastewater in Pleasanton and trans- <br />poning it to DSRSD for treatment. Wastewater is then disposed through the Livennore- <br />Amador Valley Water Management Agency (LA VWMA) pipeline to the East Bay <br />Dischargers Authority (EBDA) in San Leandro for discharge into the San Francisco Bay. <br /> <br />5 <br />
