Section 4: Section 2.36.032 PMC (Powers of the Housing <br /> Commission) is hereby added to read as follows: <br /> <br /> "2.36.032 Powers of the Mousing Commission. <br /> <br /> A. The housing commission shall review and make <br /> recommendations to the board of directors regarding the <br /> following actions: <br /> <br /> 1. Approval of the annual budget. <br /> 2. Acquisitions of real property. <br /> 3. Issuance of long term debt or bonds. <br /> 4. Appointment of the executive director and <br /> legal counsel for the Authority. <br /> <br /> B. Except for the actions specifically reserved <br /> to the board of directors in Section 2.36.020(D), the <br /> housing commission shall be empowered to take any action <br /> necessary to carry on the business of the housing <br /> authority. The powers of the housing commission shall <br /> include, but not be limited to the following: <br /> <br /> 1. Authorize payment of claims. <br /> 2. Enter contracts (including power to hire <br /> the exclusive agent for the management <br /> of any project owned by the Authority). <br /> 3. Initiate lawsuits. <br /> 4. Acquire property other than real property. <br /> 5. Make rules, regulations and policies <br /> regarding Housing Authority projects. <br /> 6. To enforce rules and regulations. <br /> 7. To amend the Bylaws of the Housing <br /> Authority. <br /> <br />Section 5: Section 2.36.035 PMC (Appeal from Housing Commission <br /> Decisions) is hereby added to read as follows: <br /> <br /> "2.36.035 Appeal from Housing Commission Decisions. <br /> <br /> A. Who Can Appeal. Any interested person, <br /> including any tenant of the housing authority, any city <br /> councilmember, any member of the board of directors, any <br /> housing commissioner and the executive director may <br /> appeal a decision of the housing commission. <br /> <br /> B. Time Limit. All decisions of the housing <br /> commission shall become final unless appealed within <br /> fifteen calendar days from the date of commission <br /> action. <br /> <br /> C. Form of Appeal. Each appeal shall be submitted <br /> in writing to the executive director and shall state the <br /> name and address of the appellant. Each appeal shall <br /> specifically identify the commission decision being <br /> appealed and shall include an alternate decision <br /> proposed by the appellant. The appeal may include a <br /> statement of reasons in support of the appeal. <br /> <br /> <br />
