25. Storm drain swales, gutters, V-ditches, channels, natural ravines not within the area of a dedicated public street or public service easement approved by the City Engineer shall be privately maintained by the property owners or through an Association approved by the City. 26. The on-site storm drain conduit inlets and outfalls shall be public and maintained by the City, unless otherwise approved by the City Engineer. 27. The on-site sanitary sewer system, potable water system and fire protection system shall be public and be maintained by the City, unless otherwise approved by the City Engineer. 28. A Public Service Easement shall be dedicated to the City over all utilities to be maintained by the City. The width of said PSE will be determined by the City Engineer at the tentative map stage. 29. All weather access shall be provided to all public utility systems. 30. If required by the City Engineer, a water main shall be installed along the emergency vehicle access road from the end of E Court to A Street. This water main shall run parallel with the sanitary sewer main. 31. The developer/owner shall pay its pro-rata share of constructing a new booster pump station on Longview Drive. The amount of this share shall be determined by the City Engineer prior to the final map stage of this project. 32. The developer/owner shall construct a water reservoir at the 770-foot elevation and interconnect the new reservoir with the City's existing 770 reservoir near Longview Drive. The size, location and type of reservoir shall be approved by the City Engineer. 33. The recommendations of the Geologic and Seismic Hazards Evalu- ation, Preliminary Soil Investigation, and Supplemental Infor- mation prepared by Applied Soil Mechanics, Inc. for this project and those of the City's reviewer, Mr. David Carpenter, contained in a letter received July 19, 1988, shall be incorporated into the design of this project, except that the recommendation to install a subdrain under the sanitary sewer not be followed. The subdrain should either be installed under the water main or in a separate trench. The City Engineer shall determine, prior to the final map approval, which items listed as "should," "may be required," "may be considered" or "it is recommended" in the soils report will be required.
