to establish proof of residency and vehicle ownership, <br />possession or control in compliance with this chapter. <br /> <br /> Section 11.38.030. Duration and Limit on ~mber of <br />Permits to be Issued. There shall be no limit to the number <br />of annual permits issued to any residential address within a <br />Residential Permit Parking Area, provided that the resident <br />owns or has control over each of the vehicles for which an <br />annual permit is issued. A separate application shall be <br />filed for each motor vehicle. Each Residential Parking <br />Permit issued by the' Director shall be valid for a maximum of <br />one year unless otherwise stated on the permit. The City <br />Manager shall cause to be prepared and issue effective on or <br />about September 1st of each year, a distinctively colored <br />sticker for issuance to permittees of Residential Parking <br />Permits, which sticker shall be affixed to the motor vehicle <br />for which a permit is issued at the location specified in <br />Chapter 11.38,050. <br /> <br /> Section 11.38.040. Guest Permits. Not more than two <br />(2) guest permits shall be issued for any dwelling unit. <br />Guest permits shall be issued to residents in a Residential <br />Parking Permit Zone and may be issued at the same time as the <br />annual permit. Guest permits shall not be used for regular <br />vehicle usage nor to bypass the need to buy an annual permit. <br />Residents who abuse guest pass privileges shall have their <br />annual permit privileges revoked for up to one (1) year. <br /> <br /> Section 11.38.050. Display of Permits. Residential <br />Parking Permits shall be affixed to a motor vehicle at the <br />left rear bumper. Guest permits shall be placed inside the <br />vehicle, visible through the rear window on the driver's <br />side or attached to the rear view mirror. <br /> <br /> Section 11.38.060. Fees for Issuance; Duration of <br />Permits. The Council may establish by resolution fees for <br />the issuance of Residential Parking Permits, Guest Permits <br />and for the replacement of lost, damaged or destroyed permits <br />or stickers. Residential Parking Permits shall be valid for <br />not more than one (1) year, unless otherwise stated on the <br />permit and every permit shall be renewable prior to <br />September 1st of each year. <br /> <br /> Section 11.38.070. Termination of Permits. Permits <br />shall terminate upon any of the following events: <br /> <br /> A. Upon the transfer or sale of the vehicle for which <br /> a permit has been issued. <br /> <br /> B. Upon the relocation of the permittee from his or <br /> her residence within a Residential Parking Area to <br /> another residence, whether within or outside said <br /> Zone. <br /> <br /> <br />
