Specific Plan and EIR, no impacts other than special event parking and seismic safety <br />(common to all the alternatives) were identified that were not addressed by the Proposed <br />Specific Plan. <br /> <br />FINDINGS FOR SIGNIFICANT ENVIRONMENTAL IMPACTS IDENTIFIED IN <br />TI-I~ EIR <br /> <br />This section presents the project's significant environmental impacts and feasible <br />mitigation measures. Section 15091 of the State CEQA Guidelines (14 California Code <br />of Regulations [CCR]) and Section 21081 of the Public Resources Code require a lead <br />agency to adopt findings for each significant environmental impact disclosed in an EIR. <br />Specifically, for each significant impact, the lead agency must find that: <br /> <br />· changes or alterations have been incorporated into the pro ect to avoid or <br /> substantially lessen the significant environmental effects identified in the EIR: <br /> <br />such changes or alterations are within the responsibili~, and jurisdiction of <br />another public agency and should be adopted by that agency: or <br /> <br />specific economic, social, legal, technological, or other considerations make the <br />mitigation measures or alternatives identified in the EIR infeasible. <br /> <br />Below is a description of findings for the significant impacts identified in the EIR for the <br />proposed project. Thorough descriptions of each impact are provided in the EIR and. <br />thus. are not repeated below. <br /> <br />Transportation and Circulation <br /> <br />1. Cumulative Parking Impacts Related to Festivals and Other Special Events <br /> <br />Finding: The City finds that the following mitigation measure is feasible and has <br /> been adopted. However. the impact would not be reduced to a less-than- <br /> significant level. A statement of overriding considerations for this impact is <br /> made in the following section. <br /> <br />Parking Chapter Policy 22: Apply residential permit parking on a case-by- <br />case basis as provided for under the Municipal Code for specific residential <br />neighborhoods impacted by commercial or special events parking. <br /> <br />2. Realignment of Main Street with Bernal Avenue/First Street Intersection under <br /> Cumulative Conditions <br /> <br />Finding: The City finds that the following mitigation measure is feasible and has <br /> been adopted, thereby mitigating the impact to a less-than-significant level. <br /> <br />Downtown Specific Plan EIR Findings and Statement of Overriding Considerations Page 5 of 9 <br /> <br /> <br />
