Resolution No. PC-2001-57 <br />Page 2 <br /> <br />minimal employee density and traffic generation levels, the General Plan permits <br />building densities over the maximum 50% FAR limit for land designated as <br />General and Limited Industrial. The proposed project would have a 46.6% FAR <br />(calculated using the 6.89-acre portion of the site on which the facility would be <br />located) which is above the 31% average FAR for this land use designation. <br />However, the General Plan states that industrial, commercial, and office projects <br />proposing intensities above the average densities may be allowed up to the <br />maximum for the specific land use designation, provided that sufficient amenities <br />and mitigations are incorporated into the project to justify the increased density. <br />The project has incorporated sufficient amenities, such as the historical context of <br />its architectural design, the construction of a portion of the City's regional trail <br />along its project frontage, the inclusion of green building measures and <br />photovoltaic panels, and the dedication of land for the potential extension of <br />Boulder Street, if deemed desirable by the City Council. <br /> <br />The proposed development plan is compatible with previously developed <br />properties located in the vicinity and the natural, topographic features of <br />the site. <br /> <br />The project site is in an area surrounded by other industrial uses, including an <br />existing self-storage facility on Stanley Boulevard to the west, a concrete <br />processing facility, Kiewit Construction, to the east, and the Union Pacific <br />Railroad to the south. Overhead electrical lines traverse the property along its <br />western and southern sides. The proposed self-storage use would be consistent <br />with these industrial uses. Grading for the project would be minimal. The <br />proposed project's driveway entrance from Valley Avenue has been situated in a <br />manner consistent with City standards <br /> <br />Grading in conjunction with the proposed development plan takes into <br />account environmental characteristics and is designed in keeping with the <br />best engineering practices to avoid erosion, slides, or flooding, and to have <br />as minimal an effect upon the environment as possible. <br /> <br />The subject property has already been graded in conjunction with the construction <br />of Valley Avenue and the railroad use. Project specific grading for the proposed <br />self-storage facility would be limited to that required for preparation of the <br />building pads, driveways, and parking lot area. Erosion control, stormwater <br />runoff, and dust suppression measures would be documented in the final grading <br />plan/permit and will be administered by the City's Building and Public Works <br />Departments. <br /> <br /> <br />
