Resolution No. PC-2001-54 <br />Page 2 <br /> <br />The General Plan designation for the subject property is "Medium Density <br />Residential (2 to 8 dwelling units per gross acre)." In addition to residential units, <br />the General Plan allows "religious facilities, schools, day care facilities and other <br />community facilities" on property with a residential General Plan land use <br />designation. Because the park would be ancillary to the church use, the use would <br />be consistent the General Plan. <br /> <br />The proposed development plan is compatible with previously developed <br />properties located in the vicinity and the natural, topographic features of <br />the site. <br /> <br />The undeveloped area generally slopes down from the rear property line to the <br />church's existing parking lot. Minor amounts of grading would be done to create <br />a pad for the pavilion and walking path. Short retaining walls would be installed <br />for the pavilion pad, but the majority of the site will retain a smooth natural slope. <br /> <br />Grading in conjunction with the proposed development plan takes into <br />account environmental characteristics and is designed in keeping with the <br />best engineering practices to avoid erosion, slides, or flooding, and to have <br />as minimal an effect upon the environment as possible. <br /> <br />Minor amounts of grading are proposed; however, the majority of the site will <br />retain a smooth natural slope. The proposed landscaping will stabilize slopes and <br />serve as a method of erosion control. <br /> <br />Streets and buildings have been designed and located to complement the <br />natural terrain and landscape. <br /> <br />The project site is in a developed area of the City and would not involve the <br />extension of any new public streets. The proposed landscaping has been designed <br />to complement the natural terrain. <br /> <br />Adequate public safety measures have been incorporated into the design of <br />the proposed development plan. <br /> <br />The Fire Department has reviewed the proposed plan for the park and believes <br />that the proposed driveway extension would provide adequate emergency vehicle <br />access to the pavilion, which is the main facility on the site. <br /> <br />7. The proposed development plan conforms to the purposes of the PUD <br /> District. <br /> <br /> <br />
