Resolution No. PC-01-36 <br />Page 2 <br /> <br /> 3. The proposed development plan is compatible with previously <br /> developed properties located in the vicinity and the natural, <br /> topographic features of the site. <br /> <br />As conditioned, the proposed project would be graded in a similar manner <br />and elevation as the adjacent Clara Lane development. Additional fill <br />would be placed on the project site in order to maintain the overall gently- <br />sloped appearance of the project as viewed as part of the overall Clara <br />Lane development. <br /> <br />The grading in conjunction with the proposed development plan <br />takes into account environmental characteristics and is designed in <br />keeping with the best engineering practices to avoid erosion, <br />slides, or flooding to have as minimal an effect upon the <br />environment as possible. <br /> <br />As conditioned, the proposed site grading and building pads would be <br />designed to be consistent with the geotechnical reports and would adhere <br />to the recommendations which have been prepared for the development. <br />The site is not within the Alquist-Priolo earthquake study area or within <br />the FEMA-designated 100-year floodplain. <br /> <br />Streets and buildings have been designed and located to <br />complement the natural terrain and landscape. <br /> <br />As conditioned, the proposed development of the site has been designed to <br />be consistent with the requirements of the Vineyard Avenue Corridor <br />Specific Plan. The street serving the development was aligned parallel to <br />the site's contours in order to minimize its view from off-site and allow <br />the elevations of the building pads to follow the gently-sloping natural <br />terrain of the area. <br /> <br />Adequate public safety measures have been incorporated into the <br />design of the plan. <br /> <br />Through the provisions of the Vineyard Avenue Corridor Specific Plan <br />and the proposed conditions of approval, all public safety measures would <br />be addressed. The proposed design of the street system and hammerhead <br />turnaround will create a safe circulation pattern. A sidewalk would be <br />installed along the project's Vineyard Avenue frontage which would <br />provide a safe pedestrian walkway separate from vehicular travel. <br /> <br />The proposed development plan conforms to the purposes of the <br />PUD District. <br /> <br />The development of the existing PUD zoning designations for the <br />Vineyard Avenue area recognized the fact that the parcels in the area are <br />irregularly shaped, that infrastructure needs to be provided to allow for <br /> <br /> <br />
