Resolution No. PC-01-13 <br />Page 2 <br /> <br />The proposed development plan is compatible with previously <br />developed properties located in the vicinity of the plan. <br /> <br />The proposed project has incorporated numerous provisions to integrate <br />the design of the streets and future homes with the existing character of <br />the site and surrounding area. <br /> <br />The proposed development plan is compatible with the natural, <br />topographic features of the site. <br /> <br />The project is graded in traditional fiat-pad subdivision design, with <br />generally small grade changes between lots to follow the gently sloping <br />terrain. The developed portion of the lots rests on shallow fill which is <br />proposed to be excess materials from the Chrisman/Berlogar site. The <br />vineyards take up significant grades via shallow slopes from the rear yards <br />into the vineyards. A similar grading scheme would be used if no fill <br />material were available; the fill shown is simply to accommodate the off- <br />haul from the other site, and this project can be graded to appear <br />essentially as shown with no imported fill. <br /> <br />The grading in conjunction with the proposed development plan <br />takes into account environmental characteristics and is designed in <br />keeping with the best engineering practices to avoid erosion, <br />slides, or fiooding to have as minimal an effect upon the <br />environment as possible. <br /> <br />The project has been designed to be compatible with the overall Specific <br />Plan trade-offs between new development and preservation of important <br />environmental features. The project meets the environmental objectives <br />listed in the Specific Plan. The Phase I Environmental Site Assessment <br />shows no areas of concern. Some small areas of surface soil <br />contamination may require off-haul. Additional native riparian <br />landscaping will enhance the full length of the Vineyard Corridor. <br />Heritage tree removal is largely limited to orchard trees and others in poor <br />health. <br /> <br />Adequate public safety measures have been incorporated into the <br />design of the proposed development plan. <br /> <br />Proposed homes are conditioned to be designed to meet the requirements <br />of the Uniform Building Code, other applicable City codes, and State of <br />California mandated noise, energy, and accessibility requirements. All <br />streets meet City standards and are adequate to handle anticipated traffic <br />volumes. Adequate access is provided to all structures for police, fire, and <br />other emergency vehicles. <br /> <br /> <br />
