be reduced to writing and shall include a statement of <br /> reasons deemed controlling to the decision. <br /> <br />18.20,090 Powers; Duties. <br /> <br /> The board shall have the following powers and duties: <br /> <br /> A. In making decisions or recommendations, approve, approve <br /> with modifications or conditions, or deny an <br /> application. <br /> <br /> B. Require such improvements, either on- or off-site, which <br /> are reasonably related to the project and are in the <br /> best interests of the public health, safety, or general <br /> welfare, or which are necessary in order to mitigate <br /> adverse environmental effects disclosed in an <br /> environmental assessment, Negative Declaration, <br /> EIR/EIS, etc. <br /> <br /> C. Conform the project to the goals and policies of the <br /> General Plan, any relevant Specific Plan, and/or the <br /> purposes and objectives of the zoning district. <br /> <br /> D. Hold preliminary discussions with consultants or City <br /> officials charged with the design responsibility for <br /> capital improvement projects requiring design review in <br /> order to give preliminary recommendations as to <br /> aesthetic, environmental, and design principles and <br /> objectives. <br /> <br /> E. Assist any person, group, or agency who requests design <br /> advice on a matter requiring or not requiring formal <br /> board action. <br /> <br /> F. Consult and cooperate with the planning commission, park <br /> and recreation commission, and other governmental bodies <br /> on matters affecting the appearance of the City. <br /> <br /> G. Prepare pamphlets for distribution describing the <br /> policies and procedures to be used by architects and <br /> builders under this ordinance. <br /> <br /> H. Determine such application requirements as may be <br /> required to enable the board to carry out its duties. <br /> <br /> I. Initiate and recommend to the city council amendments to <br /> the zoning ordinance in order to further the purposes of <br /> the board. <br /> <br /> -3- <br /> <br /> <br />
