18.20.040 Term. <br /> <br /> A. Planning commission members shall be appointed for a <br /> term as established by the chairman of the planning <br /> commission. <br /> <br /> B. The initial appointment of design professional members <br /> shall be for the following respective terms: one for <br /> four years; one for three years; one for two years; and <br /> the alternate for two years. Thereafter, all <br /> appointments shall be for a term of four years. No <br /> member shall serve more than two consecutive terms. A <br /> person appointed to fill a vacancy shall serve for the <br /> remainder of the unexpired term. <br /> <br /> C. The term of any member of the board who has been absent <br /> from four regular meetings during the course of a six- <br /> month period shall automatically terminate pursuant to <br /> the general procedures set forth in Section 18.16,130. <br /> <br />18.20,050 Compensation. <br /> <br /> Design review board members shall be compensated for their <br /> services in a manner established by city council resolution, <br /> in addition to reimbursement for actual and necessary <br /> expenses incurred in the performance of their duties. <br /> <br />18.20,060 Personnel. <br /> <br /> The Director of Planning and Community Development or the <br /> Director's duly authorized representative shall serve as <br /> executive secretary and shall be responsible for records. <br /> The board shall be authorized to employ consultants or other <br /> employees only with the approval of the city council. <br /> <br />18.20,070 Chairman; Rules. <br /> <br /> The board shall choose from its own members a chairman and a <br /> vice chairman. The board shall adopt rules and regulations <br /> for the conduct of its business. A majority of the <br /> membership shall constitute a quorum for the purpose of <br /> transacting business. Action shall be by majority vote. A <br /> tie vote on a motion to approve shall constitute a failure of <br /> the action and a denial of the application. <br /> <br />18.20,080 Meetings; Records. <br /> <br /> All meetings shall be open to the public and shall be held at <br /> least monthly, provided that a meeting need not be held if no <br /> projects have been submitted for review. The board shall <br /> keep minutes of its proceedings, and a copy of such minutes <br /> and a copy of its rules shall be kept on file in the office <br /> of the city clerk.
