Finance <br /> 6. Approved and authorized the City Manager to enter into an agreement with MuniServices, <br /> LLC, Business License audit services <br /> 7. Adopted Resolution No. 09 -289 adopting Fiscal Year 2009 -10 appropriations limit <br /> Mayor City Council <br /> 8. Adopted Resolution No. 09 -290 amending compensation and other benefits for the City <br /> Attorney McGovern voted no <br /> Jim Dillon voiced opposition to the adoption of Item 8. He argued that the amount paid to a person <br /> in the past cannot be changed; while retroactive payments are common the actual past payment is <br /> never amended. <br /> Kay Ayala requested the item be continued until all five Councilmembers are present to vote. She <br /> felt that a current salary and future pension of $150,000 to $172,000 plus health benefits should be <br /> sufficient. <br /> Mayor Hosterman explained that Mr. Roush was due a raise some time ago and this action is <br /> simply the Council's belated attempts to address that. <br /> Councilmember McGovern stated that she will be voting no because she believes that all raises <br /> should be frozen until the State has regained financial stability. <br /> MOTION: It was m/s by Cook Kallio /Sullivan to approve the consent calendar as submitted and as <br /> noted. Motion passed by the following vote: <br /> Ayes: Councilmembers Cook Kallio, McGovern Sullivan, Mayor Hosterman <br /> Noes: None <br /> Absent: Councilmember Thorne <br /> MEETING OPEN TO THE PUBLIC <br /> 9. Proclamation proclaiming May 24 29 Community of Character Week <br /> Councilmember Sullivan read the proclamation and presented it to Ellen Pensky Magraw, President <br /> of the Community of Character Collaborative. <br /> Ms. Pensky Magraw thanked the City Council for its support and noted the luncheon to celebrate <br /> this character, the efforts of co- founder Juanita Haugen, and this year's three recipients of the <br /> Juanita Haugen Community of Character Award. <br /> 10. Proclamation recognizing Housing Opportunities Week <br /> Councilmember Sullivan read the proclamation declaring May 8 -17 Housing Opportunities Week <br /> and presented it to Jacqueline Rickman, Executive Director of the Tri- Valley Housing Opportunity <br /> Center. <br /> City Council Minutes Page 2 of 13 May 19, 2009 <br />
